This report provided an overview of the process that led to the Paris Agreement, highlighting the main achievements for local and subnational governments. It provided an account of the opportunities ahead for these actors to raise their level of participation in the climate negotiations process. Upcoming funding and engagement opportunities were also highlighted, together with a set of recommendations on the requests by cities and regions and on the next steps towards COP 22.
