Summary:Communication adopted by the European Commission on 7 November 2022, introducing amendments to the Temporary Framework for State aid measures to support the economy in the current COVID-19 outbreak. Further information:The Framework was first adopted by the European Commission in March 2020, and it was later amended several times. In November 2021, the Commission introduced a section to provide support with the aim to facilitate the development of economic activities required for the return to sustainable long-term growth, overcoming the negative economic effects of the COVID-19 (coronavirus) pandemic. In May 2022, the Commission announced the phasing out of the Framework. It was not extended beyond June 2022 for most of the tools provided. To avoid a cliff-edge effect and to allow sufficient time for the roll-out and implementation in particular of the recovery tools set out in relevant sections, those have a later expiry date. The Commission also takes note of labour shortages and continued disruptions in supply chains following the pandemic, and of the delayed economic recovery in view of the consequences on the economies caused by Russia's invasion of Ukraine. The Commission considers that it is justified to provide more time for the measure allowing for investment support towards a sustainable recovery to achieve its objectives. |
