In March 2022, the European Commission adopted a State Aid Temporary Crisis Framework aimed at enabling Member States of the European Union (EU) to use the flexibility foreseen under State aid rules to support the economy in the context of Russia's invasion of Ukraine.

Considering the prolongation of the conflict and the aggravating effects on the EU's economy overall and the economies of all Member States, it was deemed necessary to introduce some amendments to the Framework. These extend it by providing additional types of aid measures to include measures accelerating the rollout of renewable energy and measures facilitating the decarbonisation of industrial processes, in line with the REPowerEU strategy.

The amendments were adopted by the Commission on 20 July 2022, and published in the Official Journal on the following day. They complement the measures set out in the Commission's Safe Gas for Winter Package.
