At the 2003 G8 Summit in Evian, France, US President George W. Bush introduced the idea of a Proliferation Security Initiative, which would seek an international agreement to intercept ships and aeroplanes suspected of carrying shipments of arms or nuclear, chemical and biological cargo. The Initiative appeared to have come as a surprise to France, and is likely to test the willingness of France and Germany (both opposed to the Iraq War) to work with Washington.
