Agriculture expenditure in the EU was over two billion ecu below the spending guideline at the end of August

...according to an internal Commission report. Savings have been made in several sectors, particularly cereals and environmental schemes introduced under CAP reform. The Commission attributes some of the savings to the general market situation and some to delays in payments to farmers.
