The aim of this article is to disuss: the scope for an agreement on agriculture to be reached in the Uruguay Round; and the merits of alternative negotiation procedures and possible agreements. The permise is that it may be most fruitful if negotiations focus on achiving agreement on specifi rules regarding intervention in agriculture, rather than on specific reductions in the levels of agricultural support. In particular, it is argued that attempts should be made to negotiate a framework agreement that will lead to an equivalent set of rules applying to both agricultural and manufactured goods. |
