Summary: Agreement in the form of an Exchange of Letters between the European Union and the Swiss Confederation acknowledging that, for the purposes of the Generalised System of Preferences (GSP), both Parties apply similar rules of origin. Further information: This agreement takes place in the context of the reform of the GSP rules of origin of 2010 introduced by Regulation (EU) No 1063/2010, amending Regulation (EEC) No 2454/93. The reform conditionally included Turkey in the system of cumulation of origin which previously existed between the European Union, Switzerland and Norway. The reform also introduced a new system of certification of origin by registered exporters, the application of which was deferred until 1 January 2017. Based on the elements above, the existing legal instrument applicable to the system of cumulation of origin between the EU and Switzerland had to be revised. Following the authorisation given by the Council of the European Union in March 2012, negotiations were conducted and concluded with Switzerland on this new agreement. Proposals for the signing and conclusion of the agreement were presented by the European Commission in October 2016. The signing of the agreement was approved on 28 February 2017 by Council Decision (EU) 2017/470, and took place in Brussels on 21 June. The conclusion of the agreement was approved on 15 October 2018 by Council Decision (EU) 2019/131. |
