The Foreign Ministers of France, Germany, the Russian Federation and Ukraine, met in Berlin on the 13 April 2015 to discuss the way ahead on the ceasefire in Eastern Ukraine and the political process in order to implement the Minsk Agreements in their entirety. The Special Representative of the OSCE-CiO, Ambassador Tagliavini, and the Chief Monitor of the OSCE Special Monitoring Mission, Ambassador Apakan, also took part in part of the meetng. German Foreign Minister Frank Walter Steinmeier said that 'a degree of calm' had been achieved in eastern Ukraine, but that 'it was too early to give the all clear'. He warned the talks had also emphasised differences over the conflict between Ukraine and pro-Russian rebels in the east of the country. |
