The ministers of the six largest Member States of the EU meet every six months to discuss matters of mutual interest. The meeting in March 2006, at Heiligendamm, prompted a report by the UK House of Lords Select Committee on the European Union, which criticised the lack of transparency and the fact that decisions were being taken which would affect the other 19 Member States. In October 2006, another meeting took place in Stratford-upon-Avon under United Kingdom chairmanship. Topics discussed at this meeting included terrorism organised crime and immigration. This report looks at this meeting as well as considering the Government's response to the previous meeting.
