Background and further information:

This policy aims to improve the flow of information between the Council and the public and to help ensure that information can be re-used for both commercial and non-commercial purposes. The Council's open data policy was set up to comply with personal data protection rules and the security rules for protecting EU classified information.

The EU Open Data Portal, which aims to be a single point of access to data from the EU institutions and bodies, became the main tool to facilitate the implementation of this policy.

The right of access to Council documents would continue to be regulated by Regulation 1049/2001.

The Council of the European Union adopted on 9 October 2017, without discussion, a Decision establishing its open data policy by setting out conditions for the re-use of Council documents.
