The European Parliament's plenary session adopted on 6 April 2017 a legislative proposal reforming the wholesale roaming markets.

The adoption of this draft law allows for full abolition of retail roaming surcharges, scheduled for 15 June. It was set to enable consumers to call, text and use mobile data for the same cost at home and while travelling in another member state.

The proposal was launched by the European Commission in June 2016. The Parliament reached an informal agreement with the Council of the European Union on 1 February 2017. The latter's committee of permanent representatives endorsed the compromise on 8 February.
