Background and further information: The programme aims at stepping up activities in support of the Libyan Border- and Coast Guards, to enhance their capacity to effectively manage the country's borders. It is to be implemented by Italy's Interior Ministry and it is also co-financed by this country. The initiative complements the €90 million package adopted in April to reinforce the protection and resilience of migrants, refugees and host communities in Libya. The Trust Fund committed to Libya a total ammount of €136 million since January 2017. The tasks included in this programme respond to the measures proposed under the Action Plan for the Central Mediterranean Route, put forward on 4 July 2017. They are also a result of the call from the European Council for further involvement with Libyan authorities to tackle the migratory flows. The EU Trust Fund for Africa adopted on 28 July 2017 a programme worth €46 million to reinforce the integrated migration and border management capacities of the Libyan authorities. |
