The European Parliament's plenary session adopted a report on 2 February 2017 urging the European Commission to require that all member states recognise each other's adoption certificates automatically.

The resolution asks the Commission to propose rules on automatic EU-wide recognition of 'domestic' adoptions and suggests the creation of a European Certificate of Adoption to speed up the automatic recognition process. It also calls for common minimum standards to be drawn up for adoption.

The Hague Convention already requires automatic recognition of adoptions in all its signatory countries, including all EU member states, but this applies only to cases in which the parents and the adopted child are from two different countries.

This resolution concerns only the individual parent-child relationship.
