A review of international and national developments in the use of qualifications frameworks

This working paper, prepared for the European Training Foundation (ETF), by Mike Coles of the Qualification and Curriculum Authority (QCA) in the UK, reviews the most recent international experiences with developing National Qualification Frameworks. It provides a comprehensive and detailed overview of some of the key issues that will need to be taken into account by national policy makers in deciding how to move forward in the reform of their vocational education and training systems.
