French European Affairs Minister Michel Barnier was notably absent from the dinner table the night the Intergovernmental Conference delegates invited the two European Parliament observers, Elisabeth Guigou and Elmar Brok, to join them. The minister pleaded a prior engagement at the Council of Europe and sent along French EU Ambassador Pierre de Boissieu instead.

France, of course, along with the UK, objected to giving the Parliament a permanent place at the IGC negotiating table and cynics say they cannot remember a previous time anyone from the Quai d'Orsay has given priority to a Council of Europe event over a Union function.
