A new method of balancing government books may soon come into use following a vote in the European Parliament

MEPs backed European Commission plans to introduce 'green accounting' - a system which factors pollution and resource depletion into indicators such as GNP. Scarce resources should also be taxed, not to swell government coffers but to change behaviour, according to the Dutch rapporteur Johannes Blokland.
