Summary:Joint Communication - published by the European Commission and the EU's High Representative for Foreign Affairs and Security Policy on 5 March 2024 - setting out the first-ever European Defence Industrial Strategy. Further information:The European Council underlined at the summit held in December 2023that more needed to be done to fulfil the European Union's (EU) objectives of increasing defence readiness. EU defence readiness can be defined as a steady state of preparedness of the EU and its Member States to protect the security of its citizens, the integrity of its territory and critical assets or infrastructures, and its core democratic values and processes. This includes an ability to provide military assistance to its partners. In line with the Strategic Compass, it comprises the ability to act more quickly and decisively when facing crises, secure citizens against rapidly evolving threats, invest in the needed capabilities and technologies and partner with others to achieve common goals. National leaders at the European Council also emphasised the need to strengthen the EU's defence, technological and industrial base (EDITB), including SMEs. A strong EU defence industry is seen as essential to achieve defence readiness. The European Defence Industrial Strategy proposes an approach underpinned by a European Defence Industry Programme (EDIP), together with a set of flanking measures and alongside the European Defence Fund (EDF). The approach is based on the findings of the defence gap analysis presented in a Joint Communication published in 2022, and follows up on a stakeholder consultation. The draft law establishing the EDIP was adopted by the European Commission alongside the publication of this Joint Communication. |
