recommends more than 30 measures to clamp down on transit fraud, which has cost the Union at least 1 billion ecu since 1990. There is general agreement on the need to computerise the paper-based transit system and to strengthen trans-national controls, but MEPs are more cautious about plans for a pan-EU customs service to patrol the internal market.
