This report was commissioned by the EU Directors of Better Regulation (DBR) Group and produced by a research group formed by the Italian consultants Formez. The report is the output of the first phase of a project to conduct a comparative assessment of Regulatory Impact Assessment (RIA) in EU Countries. The project was initiated by the DBR under the Italian Presidency (July-December 2003) and the first phase was funded and overseen by the Troika comprised of Italy, Ireland and the Netherlands. The report compares methodologies and different approaches used for RIA in Member States based on sample cases submitted by ten countries. The report also examines the approach of each country to five core aspects identified as best practice requirements for RIA and includes the individual RIA case studies as an Annex. |
