Background and further information: The CESEC initative was launched by the European Commission in 2015, following up on the results of the 2014 energy stress tests which showed great regional vulnerability to a cut in gas supply by its largest, and often sole, supplier. The aim was to guarantee that all countries in Central and South Eastern Europe have access to a more varied mix of energy sources, and are properly interconnected to the rest of Europe. The High-Level Group comprises representatives from 9 Member States (Austria, Bulgaria, Greece, Croatia, Hungary, Italy, Romania, Slovenia, Slovakia) and 8 Energy Community Contracting Parties (FYR Macedonia, Serbia, Ukraine, Albania, Bosnia and Herzegovina, Montenegro, Kosovo, Moldova). A Memorandum of Understanding (MoU) was signed during the meeting, expanding the CESEC Initiative and setting up a joint approach in areas like electricity markets, energy efficiency and renewable development. Ministers also launched the Connecting Europe Facility Grant Agreement for the Krk LNG Terminal in Croatia. Two new working groups relating to gas transmission system operators were also launched. The fourth high-level group ministerial meeting of the Commission Initative on Central and South-Eastern European Energy Connectivity (CESEC) was held on 28 September 2017. |
