THE Committee adopted an opinion supporting the Commission's 1995 work programme for transport, but regretted that several issues had not been addressed. ESC called on the Commission to provide detailed guidelines on the issue of costs arising from pollution and congestion. It also wants a 'concept plan' for the development of Trans-European Networks (TENs), showing their impact on the economy, as well as social and transport policy.

BY a majority vote, the Committee adopted an opinion on the Commission's report on the development of the single market in 1994. The ESC expressed concern at the delays in agreeing 30 pieces of legislation without which the single market will not be completed. Members urged that a final programme be implemented before the 1999 deadline.

ESC members voted by 76 votes to 34 in favour of an opinion on the single market and consumer protection. While welcoming advances made in defending the interests of consumers in the internal market, members found many unresolved issues. These include delays in implementing these rules at the national level, poor information on consumers' rights and the absence of a real single market in insurance and financial services. Members recommended treaty changes during the IGC including the establishment of a clear charter of consumers' rights.

THE ESC supported a Commission action plan on equality between men and women. Members agreed with most of the Commission's programme, but urged the exchange of information, mobilising public opinion and “concerted efforts” to fundamentally change the role of women in society.
