Summary:Communication adopted by the European Commission on 30 October 2024, taking stock of progress in the implementation of the European Union's (EU) enlargement policy. It provides an overview to the 2024 Enlargement Package - a set of annual reports assessing the state of play and progress made by the Western Balkans regions (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia), as well as Georgia, Moldova, Ukraine and Türkiye (Turkey), on their paths towards accession to the EU. Further information:This Enlargement Package provides a detailed assessment of the state of play and the progress made by the countries in Western Balkans and Turkey on their respective paths towards the European Union (EU), with a particular focus on implementing reforms, as well as guidance on the reform priorities ahead. The enlargement process gained new momentum throughout 2023 and 2024. The fundamentals cluster was opened with Albania in October 2024. Accession negotiations were opened with Ukraine and Moldova at the first intergovernmental conferences in June 2024. Having met the interim benchmarks for the rule of law chapters, Montenegro is on its way to provisionally closing further negotiating chapters. In March 2024, the European Council decided to open negotiations with Bosnia and Herzegovina. The screening process was completed with Albania and North Macedonia at the end of 2023. While the European Council granted candidate status to Georgia in December 2023, its accession process has since been de facto halted due to the course of action taken by the country's government in Spring 2024. When it comes to Turkey, accession talks remain at a standstill since 2018, in line with a decision of the Council of the European Union. Following strategic guidance delivered by the European Council in April 2024, relations with this country were marked by a gradual re-engagement. |
