Summary:Regulation (EU) 2024/1789 - adopted by the co-legislators on 13 June 2024 - concerning the internal markets for renewable gas, natural gas and hydrogen. It introduces amendments to Regulation (EU) No 1227/2011, Regulation (EU) 2017/1938, Regulation (EU) 2019/942, Regulation (EU) 2022/869 and Decision (EU) 2018/684. It also repeals Regulation (EC) No 715/2009. This is a text with EEA relevance. Further information:The European Union (EU) set a goal to reach climate neutrality by 2050. The European Climate Law was adopted to make it binding a reduction of greenhouse gas (GHG) emissions by at least 55% by 2030. In order to achieve these targets, the energy systems requires a systemic change - the reduction in the use of fossil fuels - including fossil gas - and the increase of renewable energy sources. The transition of the gas sector towards low-carbon and renewable gas is therefore required. This Regulation revises the existing legislative framework for the gas sector, sustained by Regulation (EC) No 715/2009 - also known as the EU Gas Regulation. It establishes non-discriminatory rules for access conditions to natural gas and hydrogen systems taking into account the special characteristics of national and regional markets. It also facilitates the emergence and operation of properly functioning and transparent markets for natural gas and hydrogen with a high level of security of supply. It provides mechanisms by which to harmonise the network access rules for cross-border exchanges in natural gas and hydrogen. The objective is to facilitate the penetration of renewable and low-carbon gases into the energy system, enabling a shift from natural gas and to allow for these new gases to play their needed role towards the goal of climate neutrality. The draft law was adopted by the European Commission on 15 December 2021 as part of a legislative package aimed at decarbonising the EU gas market. The plenary of the European Parliament endorsed a negotiating position on 15 March 2023. The Council of the European Union adopted its general approach to the proposal on 28 March 2023. An informal agreement between the co-legislators on a compromise text for this file was reached on 8 December. This was formally endorsed by the Parliament on 11 April 2024 and by the Council on 21 May. The Act was signed by the co-legislators on 13 June 2024 and published in the Official Journal on 15 July 2024. |
