Summary:Regulation (EU) 2024/1787 - adopted by the co-legislators on 13 June 2024 - addressing the reduction of methane emissions in the energy sector. It introduces amendments to Regulation (EU) 2019/942. This is a text with EEA relevance. It also seeks to protect, conserve and enhance natural capital, protect the health and well-being of citizens from environment-related risks and impacts. Methane is a powerful greenhouse has (GHG), second only to carbon dioxide in its overall contribution to climate change. Although it remains in the atmosphere for a shorter period, on a molecular level, methane is a far more powerful climate forcer. In addition, methane contributes to ozone formation, which is a potent air pollutant that causes serious health problems. The Intergovernmental Panel on Climate Change (IPCC) notes that deep reductions in methane emissions must be achieved for the world to stay below the 1.5°C (or even the 2°C) global temperature target. The 2030 Climate Target Plan’s impact assessment indicates that in the EU the most cost-effective methane emission savings can be achieved in the energy sector. This Regulation lays down rules for the accurate measurement, quantification, monitoring, reporting and verification of methane emissions in the energy sector in the EU, as well as the reduction of those emissions. This Regulation also lays down rules on tools ensuring transparency as regards methane emissions. The draft law was adopted by the European Commission on 15 December 2021 as part of a legislative package aimed at decarbonising the EU gas market, and in the context of the EU Methane Strategy. The Council of the European Union adopted its general approach to the proposal on 19 December 2022. The plenary of the European Parliament endorsed a negotiating position on 9 May 2023. An informal agreement between the co-legislators on a compromise text for this file was reached on 14 November. This was formally endorsed by the Parliament on 10 April 2024 and by the Council on 27 May. The Act was signed by the co-legislators on 13 June 2024 and published in the Official Journal on 15 July 2024. |
