Summary:Implementing Decision (EU) 2024/1447 - adopted by the Council of the European Union on 14 May 2024 - concerning the assessment of the Ukraine Plan. Further information:The Ukraine Facility was established by Regulation (EU) 2024/792 and entered into force on 1 March 2024. It foresees up to €50 billion of financing, in grants and loans, to support Ukraine's recovery, reconstruction, and modernisation for the period 2024 to 2027. Of this, up to €32 billion of the Ukraine Facility is indicatively earmarked to support reforms and investments set out in the Ukraine Plan, whereby disbursements will be conditioned to the delivery of identified indicators. Ukraine submitted the Ukraine Plan on 20 March. This Decision positively assesses the Ukraine Plan. The assessment was carried out on the basis of the criteria set out in Regulation (EU) 2024/792. The reforms and investment projects described in the Ukraine Plan, the arrangements and timetable for monitoring and implementing the Ukraine Plan, and the arrangements for providing different institutional stakeholders with full access to the underlying documents and data are set out in the Annex to this Decision. The draft implementing Decision was adopted by the European Commission on 15 April 2024 and endorsed by the Council of the European Union on 14 May 2024.
