Summary: European governments needed to plan on the basis that Trump was more likely than not to win the 2024 US presidential election. But even if Trump lost in 2024, the scale and nature of his electoral support in 2016 and 2020 showed that a significant part of American society had turned away from democratic values and international engagement in favour of populism, protectionism and isolationism. Europe should have started hedging against a less friendly America in 2016, as soon as the election results were in. It should not waste any more time. |
