Summary:Regulation (EU) 2023/2864 - adopted by the co-legislators on 13 December 2023 - introducing amendments to certain legislative acts as regards the establishment and functioning of the European single access point (ESAP). This is a text with EEA relevance. Further information:Regulation (EU) 2023/2859 provides for the establishment and operation of a European Single Access Point (ESAP) by the European Securities and Markets Authorities (ESMA), in which it provides centralised electronic access to information relevant to financial services, capital markets and sustainable finance. Amendments to certain Directives became necessary to achieve that aim and thus to contribute to the integration of the single market, particularly as regards the collection of information to be made available to ESAP. The following Regulations are therefore amended by this Act:
The draft was adopted by the European Commission on 25 November 2021 as part of a package of initiatives related to Capital Markets Union (CMU). The Council of the European Union adopted its general approach on the proposal on 29 June 2022. The plenary of the European Parliament endorsed a negotiating position for the proposal on 15 February 2023. An informal agreement between the co-legislators on a compromise text for this file was reached on 23 May. This was formally endorsed by Parliament on 9 November and by the Council on 27 November. The Act was signed by the co-legislators on 13 December 2023 and published in the Official Journal on 20 December 2023. |
