Summary:Legislative initiative tabled by the European Commission on 30 March 2023, concerning the approval and market surveillance of non-road mobile machinery circulating on public roads. It also introduces amendments to Regulation (EU) 2019/1020. This is a text with EEA relevance. Further information:Non-road mobile machinery (NRMM) is a broad category of machinery fitted with a means for its own propulsion. These machines are regularly used in certain sectors or for specific purposes, and many aspects of NRMM are harmonised at EU level. In addition, a number of those machines occasionally need to circulate on public roads. However, laying down requirements solely for the circulation of mobile machinery on public roads remains within the sole remit of the Member States of the European Union. This draft law seeks to harmonise rules for non-road mobile machinery. The general aim is to strengthen the EU's single market while ensuring a high level of road safety. A costs and benefits study carried out by the European Commission highlighted that different national regulatory regimes caused additional costs and administrative burdens for this sector. The proposal is seen as filling a gap in EU legislation for non-road mobile machinery. It also introduces amendments to Regulation (EU) 2019/1020 on market surveillance and compliance of products. The draft Regulation was adopted by the European Commission on 30 March 2023. |
