Summary:Report published by the European Commission on 20 March 2023, reviewing the functioning of Regulation (EU) 2022/1369 on coordinated gas demand reduction. Further information:Regulation (EU) 2022/1369 established rules to address a situation of severe difficulties in the supply of gas in the European Union (EU). It sought to formalise a spirit of solidarity with a view to safeguarding the security of gas supply. The context was Russia's attempts to use energy as a political weapon against the EU as the war in Ukraine unfolded. According to this Regulation, Member States must use their best efforts to reduce gas demand by 15%, which becomes mandatory in case an EU alert is declared. In addition, Member States shall update their emergency plans to reflect the implemented measures and report the demand reduction. The Act also provides that the European Commission must carry out a review, on the basis of which the prolongation of the application period may be proposed. This Report provides such review on the functioning of Regulation (EU) 2022/1369. It was adopted on 20 March 2023, alongside a draft Council Regulation seeking to prolong the application period of the gas demand reduction measures. |
