Summary:

Joint Communication adopted on 10 November 2022 by the European Commission and the High Representative for Foreign and Security Policy, setting out an action plan aimed at supporting armed forces to respond better, more rapidly and at sufficient scale to crises erupting at the European Union's external borders and beyond.

The EU's Strategic Compass on Security and Defence emphasised the need to enhance the military mobility of the armed forces within and beyond the European Union. It called for a revised Action Plan to address that ambition, to which this Joint Communication is the response.

Building on the progress made since the military mobility initiatives launched in 2017 and 2018, this new Action Plan opens the next chapter of work for the period 2022-2026. It is enlarged in scope and it proposes additional measures, and it aims to contribute to a well-connected military mobility network, with shorter reaction times and capable, secure, sustainable and resilient transport infrastructure and capabilities.

The Action Plan address the need to further improve the capacity of transport infrastructure to handle the weight, size and scale of military movement. It continues the effort to streamline and harmonise national rules and procedures, including by introducing new actions to support the further digitalisation of the administrative processes. It adds a new preparedness and resilience pillar that encompasses the development of strategic lift capabilities in line with the Coordinated Annual Report on Defence (CARD) Report of 2020. It proposes measures to enhance the protection of the transport sector against cyber-attacks and other hybrid threats, and to promote its climate resilience and energy security. The new partnership pillar outlines proposals to strengthen dialogue, cooperation and connectivity with a range of external partners.

This Joint Communication was adopted on 10 November 2022, as part of a Security and Defence Package.
