Summary:Regulation (EU) 2024/1781 - adopted by the co-legislators on 13 June 2024 - establishing a framework for setting ecodesign requirements for sustainable products. It introduces amendments to Directive (EU) 2020/1828 and Regulation (EU) 2023/1542. It also repeals Directive 2009/125/EC. It is known as the Sustainable Products Regulation (ESPR). This is a text with EEA relevance. Further information:This Regulation establishes a framework for the setting of ecodesign requirements that products have to comply with to be placed on the market or put into service, with the aim of improving the environmental sustainability of products in order to make sustainable products the norm and to reduce the overall carbon footprint and environmental footprint of products over their life cycle, and of ensuring the free movement of sustainable products within the internal market. It also establishes a digital product passport, provides for the setting of mandatory green public procurement requirements and creates a framework to prevent unsold consumer products from being destroyed. The Act repeals Directive 2009/125/EC, which first established a framework for minimum eco-design requirements which goods that consume energy must meet before they can be used or sold in the European Union (EU). It extends the previous framework in two ways: first, to cover the broadest possible range of products; and second, to broaden the scope of the requirements with which products are to comply. The draft law was adopted by the European Commission on 30 March 2022, as part of a package of initiatives relating to sustainable products and fostering sustainable product choices. The Council of the European Union adopted its general approach to the proposal on 22 May 2023. The plenary of the European Parliament endorsed its negotiating position on 12 July. An informal agreement between the co-legislators on a compromise text for this file was reached on 5 December. It was formally endorsed by Parliament on 23 April 2024 and by the Council on 27 May. The Act was signed by the co-legislators on 13 June 2024 and published in the Official Journal on 28 June 2024. The European Commission adopted Decision (EU) 2024/2779 on 24 October 2024 setting up an Ecodesign Forum, aimed at becoming the main arena for consulting stakeholders on the development of rules under ESPR. |
