Summary:Report adopted by the plenary of the European Parliament on 15 September 2022, determining, pursuant to Article 7(1) of the Treaty on European Union (TEU), the existence of a clear risk of a serious breach by Hungary of the values on which the EU is founded. Further information:The report argues that the lack of decisive action from the European Union contributed to the emergence of a hybrid regime of electoral autocracy, i.e. a constitutional system in which elections occur, but respect for democratic norms and standards is absent. It provides an overview of developments in the European Parliament's 12 areas of concern. It demonstrates how the values enshrined in Article 2 of the EU Treaties, including democracy and fundamental rights in the country, have increasingly deteriorated through the deliberate and systematic effort of the Hungarian government, and exacerbated by EU inaction. This report was adopted by the Parliament's plenary session on 15 September 2022 with 433 votes for, 123 against, and 28 abstentions. It builds on the report adopted by the European Parliament in 2018 as it triggered the Article 7 procedure against Hungary. |
