Summary: Information Guide concerning the European Union's Capital Markets Union (CMU). Further information: The Capital Markets Union (CMU) initiative was launched in September 2015 under the Juncker Commission. Its first Action Plan set out a number of building blocks aimed at developing a single market for capital in the European Union (EU), and through it increasing and diversifying the funding sources for businesses and long-term projects. The European Commission published a mid-term review of the Action Plan in June 2017, reporting on the progress made as regards implementation. Despite its initial deadline set for 2019, the completion of the CMU was inherited by the College of Commissioners led by Ursula von der Leyen. A High-Level Forum (HLF) on Capital Markets Union was launched in October 2019, and a new Action Plan was adopted in September 2020. Fragmentation of EU capital markets remained a reality which the von der Leyen Commission set out to address. |
