Summary: Joint Communication published by the European Commission and the EU High-Representative for Foreign and Security Policy, presenting an analysis of the defence investment gaps, and proposing measures and actions necessary to strengthen the European defence industrial and technological base. Further information: The Versailles Declaration invited the European Commission in March 2022 to put forward an analysis of the defence investment gaps and to propose any further initiative necessary to strengthen the European Union's defence industrial and technological base. This task was reiterated in the Strategic Compass endorsed by the European Council later than month. This Joint Communication provides the requested analysis with the aim to ensure that the increased defence spending by EU Member States results in a stronger defence technological and industrial base. It builds on the Defence Communication of February 2022, and it offers new ways to step up joint procurements as well as to engage with industry to step up their production capacity to meet the increased needs. In particular, the Communication focuses on the joint acquisition of military equipment, on strategic defence programming to set clearer priorities, and on the support to the European industrial base, including the strengthening of the European defence R&D framework, the European Defence Fund (EDF). |
