Summary:Regulation (EU) 2022/2480 - adopted by the co-legislators on 14 December 2022 - introducing amendments to Regulation (EU) No 1025/2012 concerning the decisions of European Standardisation Organisations (ESOs) concerning European standards and European standardisation deliverables. Further information:Regulation (EU) No 1025/2012 - also known as the Standardisation Regulation - provides a legal framework allowing the European Commission to request European Standardisation Organisations (ESOs) to draft standards and standardisation deliverables for goods and services in support of EU policies and EU law, for EU support to the functioning of the European Standardisation System (ESS) and set outs key criteria for the functioning of the ESS. The Regulation therefore gives a central role to three ESOs, namely CEN, CENELEC and ETSI. To date, these are the only entities allowed to develop European standards in support of EU legislation. This Regulation seeks to ensure a balanced stakeholder representation within the ESOs. The amendment to Regulation (EU) No 1025/2012 thus addresses the issue of governance in the ESS. The draft law was adopted by the European Commission on 2 February 2022, alongside a Communication setting out an updated Standardisation Strategy. The Council of the European Union adopted its general approach on 13 May. The European Parliament adopted a negotiating position on 14 July. An informal agreement between the co-legislators on a compromise text for this file was reached on 12 October. This was formally endorsed by the Parliament on 22 November and by the Council on 2 December. The Act was signed by the co-legislators on 14 December 2022 and published in the Official Journal on 19 December 2022. |
