Summary: Communication published by the European Commission 18 December 2020, providing the context for a set of recommendations issued for each Member State of the European Union (EU) to assist in the drafting of their Common Agricultural Policy (PAC) strategic plans. Further information: The CAP is seen as essential in managing the transition towards achieving the European Union's objectives when it comes to sustainable development, climate change and environment. The CAP Strategic Plans - drafted by Member States and adopted by the Commission following assessment - are to put CAP instruments into practice and fulfil the objectives of the policy. These plans should reflect priorities as set out in the European Green Deal, the Farm to Fork Strategy and the Biodiversity Strategy for 2030. In May 2020, the Commission committed to making recommendations to each Member State with regard to the nine specific objectives of the CAP and the cross-cutting objective on knowledge, innovation and digitalisation. Analysis would also be informed by each country's contribution to the aims of the European Green Deal. A set of recommendations were published alongside this Communication in the form of 27 Staff Working Documents. They were addressed to Member States in the framework of a structured dialogue, and would be used by the Commission in its assessment of the CAP Strategic Plans once formally submitted by Member States, based on the criteria set out in Regulation (EU) 2021/2115. |
