Summary: Recommendation (EU) 2021/1086 - adopted by the European Commission on 23 June 2021 - laying out the vision to establish a new Joint Cyber Unit. Further information: The purpose of this Recommendation is to identify the actions necessary to coordinate efforts in the European Union (EU) to prevent, detect, discourage, deter, mitigate and respond to large-scale cyber incidents and crises through a Joint Cyber Unit. It also defines the process, milestones and timeline that Member States and relevant EU institutions, bodies and agencies should pursue in relation to the creation and development of that platform. This vision entails that, in cases of large-scale cybersecurity incidents and crises, stakeholders coordinate their efforts through this Unit which enables mutual assistance through expertise from Member State authorities and relevant EU institutions, bodies and agencies. The Joint Cyber Unit should also allow participants to engage in cooperation with the private sector. The establishment of this Unit was first announced in the political guidelines set out by the President of the European Commission. It is a deliverable of the EU Cybersecurity Strategy and the EU Security Union Strategy. The Recommendation was published on 23 June 2021 as part of a wider package of documents relating to cyber-security and the Security Union. It was published in the Official Journal on 5 July 2021. |
