Summary: Recommendation adopted by the European Commission on 3 June 2021, inviting the Member States of the European Union (EU) to establish a common toolbox for a coordinated approach towards a European Digital Identity framework. Further information: The European Commission tabled on 3 June 2021 a legislative initiative aimed at revising the Electronic Identification and Trust Services (eIDAS) RegulationĀ to establish a framework for a European Digital Identity. Considering that Member States have already been engaging in the establishment of their own national solutions, the Commission sought to prevent increasing divergent by inviting them to set up immediately a common toolbox to facilitate the future implementation of the framework. This Recommendation sets up a structured process of cooperation between Member States, the Commission and, where relevant, private sector operators to develop the toolbox. The toolbox should cover four cross-cutting dimensions, namely the provision and exchange of identity attributes, functionality and security of theĀ European Digital Identity Wallet, its reliance including identity matching, and governance. The toolbox should meet the requirements laid out in the legislative initiative and update as necessary following the outcome of the legislative process.
