Summary: The European recovery fund provides a unique opportunity to address some of the post-COVID challenges, such as its lack of sophisticated export industries, its failure to attract significant foreign investment, the paucity of financing for domestic entrepreneurs and its weak administration and judicial system. The national recovery and resilience plan that the Greek government has submitted to the EU contains many sensible proposals to deal with these problems. Its implementation will be tricky, but Greece may be about to turn a corner. |
