Regulation (EU) 2022/991 - formally signed by the co-legislators on 8 June 2022 - introducing a number of amendments to Regulation (EU) 2016/794 on the European Union Agency for Law Enforcement Cooperation (Europol).

Regulation (EU) 2016/794 set up the rules for Europol and adapts the Agency's external relations to the rules of the Lisbon Treaty.

This Regulation aims at strengthening the mandate of Europol by allowing for closer cooperation with private parties and transmission of relevant evidence to Member States in the framework of the fight against terrorism. The revised mandate allows Europol to process large and complex database, improve cooperation with the European Public Prosecutor's Office (EPPO) as well as with non-EU partner countries, and help develop new technologies that match enforcement needs. The amendments also aim to strengthen Europol's data protection framework and parliamentary oversight.

The draft law was put forward by the European Commission on 9 December 2020, alongside its latest Counter-Terrorism Agenda. Member State representatives adopted a general approach on 30 June 2021 on behalf of the Council of the European Union. The European Parliament's relevant committee adopted a negotiating position on 12 October. An informal agreement between the co-legislators on a compromise text for this file was reached on 1 February 2022. This was formally endorsed by the Parliament on 4 May and by the Council on 24 May. The Act was formally signed by the co-legislators on 8 June 2022 and published in the Official Journal on 27 June 2022.
