Summary: Decision adopted by the Council of the European Union on 25 June 2020, setting out the position of the European Union (EU) within the International Civil Aviation Organisation (ICAO) as regards its participation in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) voluntary phase from 2021 and the preferred to calculate its offsetting requirements. Further information: The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was agreed on by the ICAO in 2016 with the aim of limiting greenhouse gas emissions from international aviation at their 2020 levels. The CORSIA offsetting requirements apply from 1 January 2021 and its pilot phase runs for the period 2021-2023. During the voluntary phases, ICAO Member States that decide to take part in CORSIA must notify of their decision beforehand. This Decision seals the EU's participation in the Scheme before required notification. The EU is to participate in the voluntary phase from its start, on 1 January 2021. The EU is also opted for a calculation which is based on the emissions during each of pilot years. The proposal for the Decision was tabled by the European Commission on 13 May 2020 before its endorsement by the Council on 25 June. |
