Summary: Regulation (EU) 2021/1058 - formally adopted by the European Union on 24 June 2021 - identifying the specific objectives and scope of support of the European Regional Development Fund (ERDF) and on the Cohesion Fund (CF) for the period between 2021 and 2027. Further information: This Regulation identifies the specific objectives and scope of support for the ERDF and the Cohesion Fund, previously covered by two separate regulations. It also provides an indicator framework for monitoring progress and outlines the approach for specific territories. The original draft law was tabled by the European Commission on 29 May 2018 in the framework of the discussions on the Multiannual Financial Framework (MFF) for 2021-2027. Member State representatives adopted a (partial) general approach in February 2019. The plenary of the European Parliament adopted its negotiating position on 27 March 2019. An amended proposal was tabled on 28 May 2020 to account for the effects of the COVID-19 (coronavirus) pandemic in the context of the Recovery Plan for Europe. The revised draft law introduced amendments to the scope and specific objectives of the ERDF. It added a flexible mechanism to be applied should other exceptional occurrences leading to a crisis situation arise. It reinforced support for the preparedness of health systems and ensured better exploiting of the potential of culture and tourism. Member States were given additional flexibility to transfer resources among the funds at any point in time of the programming period. The proposal also introduced further flexibility to enable the phasing of smaller operations. Member State representative adopted a revised approach to this file on behalf of the Council of the European Union in July 2020, which did not include the financial provisions connected to the overall discussions on the MFF 2021-2027. An informal agreement between the co-legislators on a compromise text for the draft law was reached on 8 December 2020, which was later confirmed in February 2021 following further political discussion. This was formally endorsed by the Council in May 2021, followed by the Parliament plenary in June 2021. The Act was signed by the co-legislators on 24 June 2021 and published in the Official Journal on 30 June. |
