Summary:Regulation (EU) 2023/2053 - formally adopted by the co-legislators on 13 September 2023 - establishing a multi-annual management plan for bluefin in the eastern Atlantic and the Mediterranean. It introduces amendments to Regulation (EC) No 1936/2001, Regulation (EU) 2017/2107, and Regulation (EU) 2019/833. It repeals Regulation (EU) 2016/1627. Further information:This Regulation lays down general rules for the uniform and effective implementation by the European Union (EU) of the multiannual management plan for bluefin tuna (Thunnus thynnus) in the eastern Atlantic and the Mediterranean, as adopted by the International Commission for the Conservation of Atlantic Tunas (ICCAT). The EU has been a Contracting Party to the International Convention for the Conservation of Atlantic Tunas since 1997. This Convention provides for a framework of regional cooperation on the conservation and management of tunas and tuna-like species in the Atlantic Ocean and the adjoining seas through the setting up of an ICCAT. In 2018, the ICCAT adopted a Recommendation (18-02) establishing a multiannual management plan for bluefin tuna in the eastern Atlantic and the Mediterranean. It followed advice from Standing Committee on Research and Statistics stating that the ICCAT should establish such a plan for the stock in 2018 since the status of the stock no longer appeared to require emergency measures introduced previously under a recovery plan for bluefin tuna. The draft law seeking to implement the Recommendation into EU law was adopted by the European Commission on 28 November 2019. An initial informal agreement between the co-legislators was reached on 10 November 2020, but this was later rejected by the Council of the European Union. The European Parliament reaffirmed its position on 28 April 2021, while the Council's committee of permanent representatives agreed on a revised mandate on 16 June. Following further negotiations, a new informal agreement between the co-legislators was reached in March 2023. This was formally endorsed by the Council on 28 June and by the Parliament on 12 September. The Act was signed by the co-legislators on 13 September 2023 and published in the Official Journal on 27 September 2023. |
