Summary: Directive of the European Parliament and of the Council of 20 June 2019 which aims to increase the market uptake of clean (i.e. low- and zero-emission) vehicles in public procurement. Further information: Directive 2009/33/EC on the promotion of clean, energy-efficient road vehicles, known as the Clean Vehicles Directive, complements the EU’s horizontal public procurement legislation. Following an assessment showing that the Directive had yielded limited results, the European Commission proposed to revise the Directive, thus contributing to the reduction of overall transport emissions and to competitiveness and growth in the transport sector. The proposal provided a definition for clean light-duty vehicles based on a combined CO2 and air-pollutant emissions threshold; for heavy-duty vehicles, it gave a definition based on alternative fuels. The Commission presented the proposal on 8 November 2017 as part of a package of measures aimed at promoting clean mobility. The European Parliament adopted its negotiating position on 25 October 2018, and the Council of the European Union adopted its general approach on 25 January 2019. An informal agreement between the co-legislators on a compromise text was reached 11 February. The Parliament formally endorsed it on 18 April, followed by the Council on 13 June. |
