Abstract:

The EU Charter of Fundamental Rights was 'proclaimed' at the European Council held in Nice in December 2000. The Convention on the Future of Europe is preparing a draft Constitution for the European Union, in which the Charter might serve as a Bill of Rights. The Convention is also considering whether the Union should be able to acede to the European Convention of Human Rights (ECHR).

The Committee has been keeping the work of the Convention under review. This Report examines:
+ The pros and cons of the Charter or the ECHR serving as a Bill of Rights for the Union;
+ The arguments for and against EU accession to the ECHR;
+ The remedies available to the individual and the role of the Community Courts.
