The Agreement on the European Economic Area (the EEA Agreement) entered into force on 1 January 1994. The EEA Joint Committee was established to ensure the effective implementation and operation of the EEA Agreement.

The EEA Joint Committee is to adopt a decision amending Annex IX (Financial Services) of the EEA Agreement in order to incorporate Directive 2014/51/EU (the 'Omnibus II Directive') in respect of the powers of the European Insurance and Occupational Pensions Authority and the European Securities and Markets Authority. The decision extends the already existing EU policy to the EEA EFTA States (Norway, Iceland and Liechtenstein).
