Decision (EU) 2018/1875 establishing the position to be adopted within the OTIF Committee of Technical Experts as regards certain amendments to the Uniform Technical Prescriptions

Summary:

On 12 October 2018 the European Commission presented a proposal for a Council Decision on the position to be taken on behalf of the Union within the Committee of Technical Experts of the Intergovernmental Organisation for International Carriage by Rail (OTIF) regarding modifications to OTIF's Uniform Technical Prescriptions. The Council of the European Union adopted the Decision on 26 November.

The OTIF Uniform Technical Prescriptions (UTPs) are a set of technical specifications deriving from the principles, objectives and procedures of the Convention concerning International Carriage by Rail (COTIF) for the construction and operation of railway material, with the overriding objective of achieving maximum interoperability.

At its 11th session in Bern on 12-13 June 2018, the OTIF Committee of Technical Experts decided to adopt certain modifications to the UTP GEN-B and UTP TAF.

• UTP GEN-B defines the subsystems of the rail system, within the scope of Appendices F and G to the Convention. It is equivalent to the corresponding EU provisions in Annex II to Directive (EU) 2016/797 on the interoperability of the rail system within the European Union.
• UTP TAF lays down basic and additional requirements with regard to the communication process between railway undertakings and infrastructure managers, databases intended to be used to track trains and wagon movements and information to be delivered to freight customers, without which the TAF subsystem cannot function.
