Directive (EU) 2019/1158 - formally adopted by the co-legislators on 20 June 2019 - concerning work-life balance for parents and carers. It also repeals Directive 2010/18/EU.

This Directive lays down minimum requirements designed to achieve equality between men and women with regard to labour market opportunities and treatment at work, by facilitating the reconciliation of work and family life for workers who are parents, or carers. It provides for individual rights related to paternity leave, parental leave and carers' leave, and flexible working arrangements for workers who are parents, or carers. It also repeals Directive 2010/18/EU.

Directive 2010/18/EU implemented the framework agreement on parental leave concluded by the European Union's social partners in June 2009. This framework provided limited provisions for men to assume an equal share of caring responsibilities with women, and the imbalance in the design of work-life balance provisions between women and men could reinforce gender differences in work and care.

Following the withdrawal of a draft law aimed at amending the 1992 Maternity Leave Directive, the European Commission committed to table a "new start initiative" comprising a work-life balance package. A new proposal was put forward on 26 April 2017 as part of that package and in the framework of the European Pillar of Social Rights (EPSR). The Council of the European Union adopted its general approach on 21 June 2018. The European Parliament's relevant committee approved the negotiating position and mandate on 11 July. An informal agreement between the co-legislators on a compromise text was reached on 24 January 2019. The Parliament formally endorsed it on 4 April, followed by the Council on 13 June. The Act was formally signed by the co-legislators on 20 June 2019, and published in the Official Journal on 12 July 2019. It entered into force on 2 August 2022.
