The Annual Report of 1996 is the first to cover a full year of activity by the European Ombudsman since its establishment in 1995.

During 1996, the Ombudsman dealt with 1041 cases. The examination of admissibility was completed in 921 cases. In 323 of these (35%), the complaint came within the mandate of the European Ombudsman. In 598 cases (65%) the complaint was outside the mandate.

The mandate of the Ombudsman, established by Article 195 of the EC Treaty, empowers him to receive complaints from any citizen of the Union or any natural or legal person residing or having its registered office in a Member State,concerning instances of maladministration in the activities of Community institutions and bodies with the exception of the Court of Justice and the Court of First Instance acting in their judicial role.
