Regulation (EU) 2019/1896 - adopted by the European Union on 13 November 2019 - establishing a European Border and Coast Guard (EBCG). It also repeals Regulation (EU) No 1052/2013 and Regulation (EU) 2016/1624.

The Regulation sets up the European Border and Coast Guard to ensure an integrated border management at the external borders of the European Union (EU) with a view to managing those borders efficiently in full compliance with fundamental rights and to increasing the efficiency of the EU's return policy. It addresses migratory challenges and potential threats at the external borders. It also contributes to the detection, prevention and combating of cross-border crime at the external borders.

The EBCG was established in 2016, building on the structures of Frontex. It was set up to address challenges facing the European Union as regards migration and security. However, the reliance on voluntary Member States' contributions of staff and equipment resulted in persistent gaps affecting the efficiency of the support the EBCG could offer to Member States. The European Council confirmed in June 2018 the need for more effective control of the EU's external borders by further strengthening the supportive role of the European Border and Coast Guard Agency, including cooperation with third countries, through increased resources and an enhanced mandate. In September 2018, it was announced during the annual State of the Union address that the European Commission would seek to reinforce the EBCG further. The objective of the upgrade is to equip the Agency with a standing corps of 10,000 operational staff and with its own equipment to ensure that the EU has the necessary capabilities in place.

A legislative initiative was adopted by the European Commission on 12 September 2018. The European Parliament's relevant committee voted on a negotiating position on 11 February 2019. Member States' ambassadors adopted a general approach on behalf of the Council of the European Union on 20 February. An informal agreement between the co-legislators on a compromise text was reached on 28 March. The Parliament's plenary session formally endorsed it on 17 April, followed by the Council on 8 November. The Act was signed on 13 November and published in the Official Journal on 14 November 2019.

This Regulation also indicates that the Agency is to take over and operate the False and Authentic Documents Online (FADO) system, as soon as the co-legislators adopted the relevant legal act on that system.
